Phase I of this project was developed by New England Development, Stop & Shop, and Target Stores.  Phase II was developed by Cedar Shopping Centers, a national real-estate investment trust which owns and develops retail properties across the northeast from Massachusetts to Ohio to Virginia.

Sanborn Head provided environmental and geotechnical services to assist in the design and construction of approximately 250,000 square feet of retail buildings on a previously undeveloped 28-acre site located southeast of Route 1A on the East Boston and Revere city boundary.  Sanborn Head provided creative solutions over two phases to assist in the development of a site with difficult geology, and a complicated environmental history to achieve regulatory compliance and a successful development.  Specialty geotechnical in situ testing (in the form of dilatometer soundings) was performed to evaluate the strength properties of the buried organic and soft soil deposits to help develop foundation solutions. In addition, Sanborn Head worked closely with the project team to develop a strategy to allow contaminated soils to remain on-site below buildings, as well as, design an active subslab venting system which managed methane gas from buried organic soils, which ultimately kept the project feasible.
