The New England Waste Services of Vermont, Inc. (NEWSVT) landfill in Coventry, Vermont is the only active landfill in the state. Since the early 1990s, the landfill has been constructed with double-lined geomembrane using state-of-the-art materials and has grown through multiple phases to meet the waste disposal needs for Vermonters. In addition, two sustainable energy projects have been implemented at the site: a landfill-gas-to-energy (LFGTE) facility and a solar array. Together, the 8-megawatt (MW) LFGTE facility and 2.2 MW solar array provide power to approximately 8,500 Vermont households.

Permitting a municipal solid waste disposal facility can be challenging based on the many environmental considerations and siting constraints required by local, state, and federal regulations. Since 1994, Sanborn Head has helped NEWSVT overcome these challenges by providing design and permitting assistance at their site.
Sanborn Head’s team has approached the development of the landfill with a thorough understanding of landfill design and relevant state and federal regulations. We helped NEWSVT navigate the permitting requirements for multiple landfill expansions, which included the design of leachate management infrastructure, the landfill gas collection and control system, stormwater management and treatment systems, and landfill closures.
The permitting process included complex air dispersion models to comply with state and federal regulations. Sanborn Head also provides facility solid waste, operational stormwater, multi-sector general permit, and air permit compliance reporting on behalf of the NEWSVT landfill.
Sanborn Head also assisted NEWSVT with securing the permits for the on-site LFGTE facility and the solar array that is located adjacent to the landfill.
